戦後に the Constitutional Convention のリーダーとなって、合衆国憲法を各州が受け入れるように影響を与えたとあります。
the Constitutional Convention は、まぁ憲法の制定会議ということですね。

で、彼は2回大統領に選ばれたけれども、3回目は辞退した。

ということで、これはアメリカの初代大統領ジョージ・ワシントンのことです。
